NOBLE Installs Its 47th President; NYC Health + Hospitals/Woodhull Gets A New OB/GYN Chief

The National Organization of Black Law Enforcement Executives (NOBLE) installed Chief Reneé Hall, former chief of police for the Dallas Police Department, as its 48th national president. Hall previously served the organization as its first vice president. She says she will continue to focus on the organization’s mission, which includes equity in the administration of justice. Other pillars of her tenure will include restoring trust in law enforcement; strengthening leadership development; advancing partnerships; reimagining justice through policy advocacy; reinforcing organization excellence and global influence; and wellness, resilience, and mental health for law officers.

 

A nationally recognized thought leader in 21st century policing, Hall is the founder and CEO of TUU Enterprises LLC, a consultancy focused on modernizing law enforcement practices and strengthening community-police relations. She also serves as executive director of the Community Solidarity and Safety Coalition, a nonpartisan alliance addressing public safety challenges and domestic threats through cross-sector partnerships.

 

The first woman to hold the role of Chief of Police for the Dallas Police Department, leading the 4,000-member, $500 million agency, she became known for implementing innovative technology, data-driven strategies, officer wellness initiatives, and reforms aimed at transparency and community trust.

 

Hall is a Harvard University Advanced Leadership Initiative Fellow and Senior Fellow with the Draper Richards Kaplan Foundation. She holds a bachelor’s degree in criminal justice from Grambling State University and two master’s degrees from the University of Detroit Mercy. Hall also is a graduate of the FBI National Academy and holds leadership roles in several professional and civic organizations, including the International Association of Chiefs of Police, the International Women’s Forum, and Delta Sigma Theta Sorority, Inc.

 

Wendy Wilcox, MD

Wendy Wilcox, MD, one of New York State’s leading experts on maternal mortality, was appointed Chief of Obstetrics and Gynecology at New York City Health + Hospitals/Woodhull. She remains the Chief Women’s Health Officer for NYC Health + Hospitals, a position she has held since 2021.

 

NYC Health + Hospitals is nation’s the largest public health care system. In her new role at Woodhull Hospital, Dr. Wilcox will oversee the expansion and renovation of the hospital’s Department of Obstetrics and Gynecology, which will include a new Labor and Birthing Unit, operating room suite, post-anesthesia care unit, as well as an alongside Birthing Center. She will also serve as mentor, Attending, and Chief for several of the providers on staff.

 

One of Dr. Wilcox’s signature system-wide efforts, the Maternal Home, ensures that all pregnant patients at NYC Health + Hospitals receive extra support if needed, in coordination with on-site social workers. She launched the NYC Health + Hospitals Maternal Mortality Reduction Program, which created OB Simulation Labs across several hospitals and the curriculum for obstetric providers. Dr. Wilcox advises on the Cardio-Obstetrics program at NYC Health + Hospitals/Kings County, which works to reduce maternal mortality and morbidity among women of color by focusing on heart disease during and after pregnancy. She also helped develop the model for the RISE center, a Family Substance Use Disorder clinic that will open at NYC Health + Hospitals/Lincoln in 2027. Her newest endeavor is leading the implementation of a novel fetal monitoring system across all eleven H+H maternity care hospitals.

 

Dr. Wilcox received her bachelors’ degree in Biomedical Ethics from Brown University, a Doctor of Medicine from SUNY Upstate Medical Center, a Master of Public Health in Healthcare Policy and Management from the Mailman School of Columbia University, and a Master of Business Administration from Wagner College. She is also a Fellow of the American College of Obstetricians and Gynecologists and a Fellow of the New York Academy of Medicine.

 

She is currently an Associate Professor of Clinical OB/GYN at CUNY School of Medicine, and she has had prior academic appointments at the Albert Einstein College of Medicine and SUNY Downstate School of Medicine.
