Summary Box: NTSB recommends ban on driver phones

THE RECOMMENDATION: All states should ban texting, emailing or any other use of cellphones except for emergencies. That would apply even to hands-free devices.

THE JUSTIFICATION: The immediate impetus was a deadly highway pileup near Gray Summit, Mo., last year in which a 19-year-old pickup driver sent or received 11 texts in the 11 minutes immediately before the accident.

WHAT HAPPENS NEXT: The National Transportation Safety Board doesn’t have the power to impose restrictions. But its recommendations carry significant weight with federal regulators and congressional and state lawmakers.
