MINNEAPOLIS (AP) ? President Barack Obama is kicking off his administration’s observance of the 10th anniversary of the Sept. 11 terror attacks, paying tribute to members of the military who served in the wars of the past decade.

He tells the annual American Legion convention in Minneapolis that “in hard times, Americans don’t quit. We don’t give up.”

The president is speaking to the annual convention of the American Legion.

Obama says the 911/Generation of soldiers has changed the way America fights its wars.

The president says the troops are, in his words, “trained to fight. They’ve taken on the role of diplomats, mayors and development experts, negotiating with tribal sheikhs, working with village shuras, and partnering with communities.”
