PayneThe Washington Post is reporting that Donald M. Payne, the first Black congressman from New Jersey, has died. He was 77.

Chairman of the Congressional Black Caucus, Payne was best known for his work on human rights both in the U.S. and in Africa. He also worked to improve educational standards and foreign affairs policy. Elected in 1988, he represented the 10th District of New Jersey and was a member of the House for 12 terms.????

In response to Payne?s death, President Barack Obama issued the following statement: ?Donald Payne is a leader in US-Africa policy, making enormous contributions towards helping restore democracy and human rights across the continent.?
